machinima time limit ? help

in the MSUC rules for machinima it states.

Time limit for submissions is five minutes.

does this mean it has to be 5 minutes or more to be accepted ?

or

does it mean it can be no longer than 5 minutes to be accepted ?

I am confused because i just watched a machinima entry and it was only 4 minutes and i was thinking i had to make mine last five minutes or more

can someone please clear this up to put my mind at rest before i enter my entry

I had asked before if that meant that the minutes had to read 5 (ie less than 6:00 minutes so 5m30s would be ok) but they responded and said 5m00s or less.
