Hello! How I make to create a new game using the UnrealEngine? I want create one .exe. This .exe is a selfgame. I dont creat a MOD. Is yes a new game. Make im unrealEnguine. Thanks!!

Give epic $350,000 for an engine license. Not possible any other way.

Even if you had the cash, Epic isn't going to just hand it over. You would need to actually put a real team together and show you have the skill to actually make a profitable game before they would even consider it. Or you could win the engine license via the MSU contest.

Last I checked was that the cost for license of engine 2.5 was $500,000

Put it in it's own directory, then create a link to the custom mod in the way of a shortcut.
