    1. What program is the best ut2004 skin maker (Besides Photoshop and Unreal Editor)?

    Im pretty sure its just Photoshop and Unreal Editor, tho you might be able to use a different image editing program. Not sure

      2. You can probably use Paint Shop Pro.

      By the way, you're going to use Unreal Editor whether you like it or not, as both tasks require its use.

        In that case, I want to learn how to make skins and custom team symbols using unreal editor. How do i get started? Is there a tutorial? Instructions? HELP HELP HELP!

          you don't make them in the editor, you make them in Upaint, Photoshop, or Paint Shop Pro. You need the editor to bundle them into UTX packages.

              On the 6th disc of UT2004, or in a folder called "CD 6" on the DVD version.
