oops, i already found the answer,
googled and found the uztool
uztool opens it like a zip file.
i was eager since i found a mega load of unreal compressed maps and mutators on this page

Yup. That's a file redirect for servers that you've found. (Look for D-E-K and you can find a bunch of my unreleased map edits.) They're compressed so that downloads don't take quite so long. Also it's amazing how often Google can answer questions, isn't it? It's like it can search for what you want to know. Spooky.Comment
