Realism Mutator?

A Mutator that would slow movement speed and remove double jump and dodging...thta would be nice!

There has been things like this not sure if theres one with both in. Why would this be a good thing

Use the official "UTClassic" (or was it ClassicUT?") Mutator.

It's part of the game. You can disable the UT2004 movement with it.

And with the GameSpeed Mutator (also part of the retail game) you can slow down the movement.
