Need Handicap Mutator

i need a mutator where you can configure that i.e. team blue players have xxx health and team red has yyy health.

nothing more.

does such a mutator exist or can anyone make such a mutator for me?

i doubt there is a mutator called dinosaur that gives handicap to a specific team / player ......
