and their developers abandoned it, and with how kickass the content of that game was, I'm really surprised people haven't converted any of it over to UT2k4, at least the weapons and sounds or any kind of mod/mutator for the works of the Jetpack and frictionless Skiis.
the community is small mainly because a, its a very hard game to play, and b the devs stopped releasing updates and patches for the game before abandoning it, so in multiplayer its riddled with bugs, some weapons are off aim, the cache system was screwed up and having any downloaded content prevented you from joining a clean server, and considering many of the multiplayer maps of the game were straight up awful, it needed downloadable content... thus why i myself don't play it. the few online communities i believe have made community patches etc, I've just recently become aware that the T:V community isn't entirely dead.
the gameplay itself is kinda like low-grav utxmp, but much faster. jetpacks combined with frictionless movement over bumpy terrain, the main gametype is ctf with vehicles. the maps are huge; up to a physical comparison of 3-5 miles in legnth, but a skilled player can utilize the terrain to their advantage along with the skiis and jetpack, to scale the maps in seconds by merely building up kinetic energy over hills and valleys. all the weapons are projectile based, including the sniper rifle of the game. combining that with the concept of how fast players move on the map, make for a very challenging experience, but to make up for it, the projectiles generally fly fast and make some pretty big kabooms.
the single player campaign is pretty cheesy, but its very fun in my opinion. the player models are pretty, the weapons although mostly remakes from the previous starsiege: tribes games, they are fun to use and have some awesome models as well.

the reason why i posted this is because I would love to see at least either a weapon mod or a jetpack&skiing mod for onslaught/vctf/utxmp kind of games with maybe some skii friendly maps. team colored player models would be pretty cool, I'd just port them myself if i knew how
what i think would be really cool is to basically have a tribes-like gametype/mod, with frictionless skiing, jetpacks and modified stock weapons, mainly with faster projectiles and larger blast radii, some maps, maybe change up the vehicles... wouldn't want dodging and double jumping removed, that would make it a little more interesting. bot support would probably be a ***** though. but i imagine if it were done it would be very fun to play, so i imagine more players would want to try it.
