Garrys mod like mod for ut2004?

Is there a mod like garrys mod for ut2004? Or something else where you can pose characters, spawn objects, manipulate physics objects? Maybe it doesn't have all of these features, but maybe some?

If there isn't, does anyone know how to import ut2004 characters and assets into source?
