Anti-Run and Gun

Has anyone ever made a mutator to stop people from playing Run and Gun on a Camping/Sniping server?

I was thinking that someone might be able to modify a camper hunter program to kill anyone that takes more than a certian number of shots while moving.

what about making the sniper rifle used just be really inaccurate while moving? or moving over a certain speed? would that accomplish what you would want? (it would be really easy to do also)

Yeah, why so drastic? This is a game, people play for fun. Rewarding them for playing the way you want will work better than punishing them if they don't. The only reason they run & gun is because it works. Make camping a more worthwhile option without resorting to irrational punishment and they'll camp.
