This would be from the JoJo's Bizarre Adventure game, by Capcom, and based on the comic and anime by the same name.
That particular character would be Dio Brando, a vampire and the main villain. "ZA WORLDO" (The World) is his Stand, with the ability to stop time. "Wryyy" is supposedly a sort of generic vampire sound in the series. The supposed "official" spelling is with 20 Ys, however, three Ys suffice for a simplified spelling. In the anime, he drops a fuel tanker on Jotaro instead ("Here's a tank lorry!").
The dude right above him is Jotaro Joester, the main character, and his Stand is Platinum Star.
There's also a number of other flash cartoons which have been "wryyy-owned". That is, either major parts replaced by stickmen and steamrollers, or a sudden interruption by a stickman smashing something with a steamroller. Many of these get posted intermittently on 4chan's flash section. There is also a brief Wryyy easter egg in Neko Cat Holocaust's "Safety at Work" flash movie.
EDIT: The OP's idea for a joke weapon sounds a bit like the Plasma Sword lockon in Halo 2. May I suggest, for further effect, using "ZA WORLDO!" as the lockon sound effect.
EDIT2: In the game, Dio Brando does not stop with just posing on the steamroller and going "WRYYYYYYYYYYYYYYYYYYY!!!". He then continues to start punching and smashing the steamroller onto the opponent repeatedly until the entire steamroller finally breaks apart.Comment

hmmm. *put down jojo's bizare adventures as a new anime to get* oddly enough i always passed that anime up thinking it had something to do with powerpuff girls (mojo jojo) but maybe now ill get it.
ya the last one goes a bit like this
*guy draws katana. attacks* *other guys stops is and says "muda muda" (useless, pointless, futile, etc) then beats the hell out of em* then the guy goes flying main guy goes "za worrudo!* and then like some anounce or something says *toki o tomae* (time stops) main guy throws a much of kunai at the other guy and says "so****e toki o okimasu" "and then time resumes (literaly and then time wakes up)" and then the guy gets hit with the kunai and gets a steam roller droped on him.
i think za worrudo would make a much better mod (like an adrinaline combo that freezes time untill the adrinaline wears off. if a bot uses it they just do everything they would do if they were moving without moving (going by where everyone is and by the idea that they will not move.) and for vs. play it pauses all non player character (like playersonly does) and keeps human characters(except the one activating it) from moving. bullets will travel out a few inches and then stop. then when time resumes they resume at their normal velocity and trajectory.Comment
