Unreal Tournament 2004 UnPause

A simple mutator that implements a countdown and automatic logout of admin players.

Background:
I was recently approached about a way to script an automatic countdown/logout for UT2004. This is my answer to that question. Please note that this is not an autopause mutator. It simply simplifies restarting paused games.

Since some people besides the original "customer" found this useful but missed a few features I went back and fixed some oversights.

- It's now possible to add the class as a ServerActor.
- Proper configuration in web admin and in-game configuration screen.
