continuing with doomfests solution, if youre working in photoshop, why not just make the textures in probably the most friendly UED texture type? .dds is what is exported from UED, and this plugin allows you to edit .dds textures in PS, then save it out as DDS with various options for Alpha channels, mip maps and a bunch of **** that i think may be beyond the capabilities of the current unreal engine(notice " think", my stupid hypotheses are usually wrong.) After i used it to import some simple textures, and export some others to modify for a weapon i made, i think this is the way to go when handling textures in UED.

Umm why not just convert the .jpg into a .bmp using photoshop? o.O GG... and if that doesnt work make sure the dimensions of the BMP are Unreal-Friendly numbers: 2,4,8,16,32, ---- , 128, 256, 512, 1024, 2048 ETC. Works best if its a square!
