    For the Gunner you can always use the secondary fire of the shock rifle.Or you can let it this way:
    Gunner has rocket launcher, it fires rockets
    Gunner has shock rifle it shocks.

    just that the gunner will be able to set up the weapons,
    and if thats too tough you lower the damage done from the weapons, and slow them down.

    Great idea.
