If you read information on the authors site, you will see that he gave up on this mutator a while ago. It does seem to work on Ut2004 however.

I found one or two bugs with the special effects which I will try to fix this next day or two, but since phase 1 entries for the contest end Monday you guys are garunteed a release by then
