is there a way to convert ut maps to ut2k3 format?

No...........well not directly import there from ut to ut2k3 any way, they have to be totally re-made from scratch.
BTW- just remembered i think there is a way to directly convert them over, but the maps don't turn out very well, scale is mucked up, bot pathing, textures everything is totally screwed and needs re-altering.
However...........
I'm working on a ut re-make map-pack, which should be out by the end of the month, the maps which are in the pack are:-
DM-Gothic2k3
DM-Arcane Temple2k3
DM-Shrapnel][2k3
DM-Grinder2k3
DM-1on1Oblivion2k3
CTF-Oblivion (convert of the dm version)
DOM-Cinder 2 (re-make of DOM-Cinder, slightly different layout)

You can bring old BSPs from UT99 over to UT2k3, but as just mentioned by Yournan2000, the scale often isn't precise. So, you'll need to snap the vertices onto the grid if you want perfect alignment with other native ut2k3 bsps and SM.

Importing UT maps into UT2003 requires a couple action to go smoothly. Delete all actors, lights and pathing. All you want to keep are the subtractive and additive brushes. Now select all of those, right click on them and transform->transform permanetly. Now you can export the map to T3D and then import it into UT2003 without any problems.
Note, you might want to scale up the level by 25%, you can use the map scale tool, or do it manually. "

Actualy, you can bring everything over except the infos(Level Info-Breaking glass, watervolumes weapons ect.) They all have to be removed.
The lights, sounds, textures and brushes can all be ported..
Then you scale the map.
Some of them will work good, others wont due to design, but there are some popular ports out there already...
