        Unless you're specifically looking for a program that can do it its own way, task manager should do the trick.

              Security Task Manager

              http://www.neuber.com/taskmanager/

              Security Task Manager displays detailed information about all running processes (applications, DLL's, BHO's and services). For each process, it improves on Windows' Task Manager, providing:

              * file name and directory path
              * security risk rating
              * description
              * start time
              * CPU usage graph
              * embedded hidden functions
              e.g. keyboard monitoring, browser supervision or manipulation
              * process type
              e.g. visible window, systray program, DLL, IE-plugin, service

              The Security Task Manager recognizes also virtual driver software, services, BHO and other processes hidden from the Windows task manager.

                  I think there a few out there I would just go to www.download.com and type in XP Tweaks. Or msconfig and services.msc in your run command. Your msconfig go to the services tab then click hide all microsoft services and then uncheck all the services that you dont want to run in the back ground and then go to the startup tab and then uncheck what you dont want to be in the XP startup. Services can be a little more tricky.

                  check out this website it's a pretty cool XP tweak guide.

                          There's a good reason for that

                            There is a MS tool called KILL. It is part of the resource kit iirc.

                            Also check http://www.sysinternals.com/ lots of useful utilities there.
