Correction: with a shockrifle (prefer shockball) you can easily bring the manta out of his balance. If you have low health anyway, switch to the shieldgun and wait till he pancakes you. The auto-release on the shieldgun will destroy him (dunno if it works when he just roadkills you)

While it is true that the shockrifle is the fear of every Manta driver, don't forget that the Manta can jump. A skilled driver can just land on top of you, not much those shockcores are going to do about that.
