Saw this coming....i'd have to say levi. Every vehicle can be countered except that....scorpians take rockets hard, and can wipe the floor with mantas, which can get entirely cancelled out by shock, but own tanks with a bit of skill, and tanks own benders, and scorpians destroy nodes quickly.
Levis have all the strong points, only exception is air attacks when its deployed.

Actually, I change my answer.
Since it has seeking missiles, and can be outfitted with a tactical nuke.

The big missiles are Hellfire "Fire and forget" missiles, and they explode massive. The other 20 or so (20 for each turret, I think) are stinger, blindfire, but they explode quite larger than a standard RL shot. Also, it has nightvision, thermal, and automatically locks on, classifys, and targets enemies, while distinguishing them from friendlies. It also has a massive bullet turret somewhere.

The MH-53J Pave Low helicopter is the most powerful helicopter in the U.S. Air Force inventory. It's primary function is to deliver and pick up special operations teams far behind enemy lines in the dark and in adverse weather. It is a highly sophisticated aircraft equipped with Forward Looking Infrared Radar (FLIR), an integrated digital avionics suite that includes terrain-following and terrain-avoidance radar, Ground Position Satellite (GPS), Doppler, secure communications, armor plating and up to three machine guns. The MH-53J has a crew of six; pilot and co-pilot, flight engineer and three gunners. It is air refuelable and, as a result, range is limited only by crew endurance. The primary function of the MC-130H Combat Talon II is to support special operations forces worldwide. The MC-130H is a highly modified version of the C-130 Hercules. Modifications include in-flight refueling capabilities, modified cargo ramp for high-speed aerial delivery, a precision turning, terrain-following, and terrain-avoidance radar, dual radar altimeters; dual INS. integrated GPS and extensive communications and electronic defensive counter measures suites. The Talon II has an "all glass" cockpit and is fully night vision goggle capable. Since the majority of the Talon II missions are flown down low, at night or in adverse weather, it's ability to fly terrain following flight paths is essential to its survival in high threat areas.

The raptor, it's too easy to avoid your fire with it (give or take shock or lightning).
The most annoying thing they do is strafe to one side all the time. My raptor missiles - heck even my leviathan swarm missiles - can't reach them. And when I fire an avril they just duck behind a mountain for half a sec, grr.
I hate it if I'm in a goliath or something and I have to get out and take it down with my lightning or shock, and by that time they already blew my tank up

omg, it is so easy to counter the leviathan. behind it, theres a small blind spot where neither its turrets or rocket launcher can reach, so you can go behind it on-foot and just keep hitting it with what u got, and when it gets out it's **** turret, it does a crapload damage to itself...ok you died, but you've dealt 2500+ damage to it
