I got the DVD version of UT 2004 and its starting to have a hard time loading up & the bonus disk is just starting to get choppy too. Is there a possible way to get the disks replaced?

If you're talking about the videos, copy them to your hard drive and then watch them.
If the disc is damaged and you can't do that, call Atari tech support. -
