Dont use aa or af in your vid card props
          set everything to normal
          untick all eyecandy
untick reduce mouse lag and preload skins

          try different video card drivers...

          specs?

Anything else you can recommend me doing? Such as certain tweaks or...whatever? Cause this sucks hardcore.

From my knowledge, I have gathered THIS:

                      1. Get the optimum driver, ask around for your specific manufacturer and card.

                      2. Make sure your settings are on normal for testing purposes, no need to test with all high settings.

                      3. Possible reformat, possible defrag, whatever you need to do.

                      4. Disable your anti-virus!! It can make you lag really bad.

                      5. If you are using windows XP go to the windows update site, (http://v4.windowsupdate.microsoft.com/en/default.asp), do NOT update your graphics driver or reccomended updated drivers, just the stuff it requires. This can help you a lot.

                      6. Try reinstalling.

                      7. Turn off preload player skins, and turn off reduce mouse lag.

Do all of this and tell me if it helped.
