Nah, just the one's who have repeatedly been banned in the past.

The idea is that they're able to come back under a new nick once they've "learned their lesson." Nice idea in theory, but in practice most people who have been banned multiple times in the past seem to get banned again and again when they return.

Oh well, not trying to be unfriendly. Prove me wrong and stay awhile.
