Its extremely unlikely that this is gonna happen, even if it does, the Judicial Branch is gonna brand it Unconstitutional as it impedes the First Amendment to the United States Constitution.

I don't think it will have such a bad impact on modders. They'll just have to be more creative, do their own stuff, maybe with references to what they originally wanted to make, e.g. a huge rabbit called "Funny Bunny" with a carrot in its head as a playermodel instead of a Bugs Bunny model.
