Ha, ya I am stingy, that's 10 dollars less wasted that I have to spend on another copy of a game I have already and another 10 dollars to either another, more fun game or 2.5-3 gallons of gas, which is more important?

If $2 or even $10 for a new game is out of your price range then may I suggest the Atari 2600 to you. 100 games for $1 at a garage sale.
Because you are so stingy, so do I believe your computer is an old Commodore 64. You can't play UT2004 on that!

Besides, it's not 10 dollars we are talking about here! You two shared the price of the first copy you might as well share the price of the second copy, so it's only five dollars. Or you just pay 2 dollars for the shipping from your brother to you. As you shared the price of the game you could also share those two dollars, which would make it just one dollar. All this fuzz over five or ONE dollar?
You cannot download it. If it isn't possible in steam it isn't possible at all. So fact is, if you want to play it you will have to pay for it. This is basically where this topic should end as that decision is yours to make.

I wasn't implying you were trying to pirate it. I was saying you act like you have the game although you are lacking a key component: The files! You only have the cd-key. The cd-key alone does not give you the right to download the program unless the publisher says so. You asked if he does, you got the answer he does not.
Personally I lost a DVD of UT2004 too although the box including the cd-key is still here. I bought the game again, not I have 1 DVD and two cd-keys.

Here is another possible solution for your problem: There is a program called "hamachi". It's free to download. When installed it creates a fake lan connection. You can create a room in the program then and have someone else join it (works exactly like a chat-room but without the chatting) and then you are in a "lan" with that person although it's completely online. You can basically use this program to create a lan over the net.
You can do this with your brother, have him pop the disc into his drive and giving you lan access to it. I don't think you'll be able to install the game directly from there but I'm pretty sure you can copy the files from there to your own hdd and then install the game from there.
It'll probably take forever to copy over the files but if you have a flatrate there won't be any extra cost.
