webadmin admins&groups prob!

hi all
in my webadmin of my ut2004 server ( full version just dedicated run trough windows)
i see in my webadmin admin&groups button but i cant click on it..
i can only login whit username admin and i like to add more whit less rights .
how ccan i turn it on so i can add groups and more admins?

To be able to use that feature u need to have XAdmin enabled:
In UT2004.ini
