this game is terrible easy to modify, i mean making mods and characters

What he said. I dont think they are illegal in themselves, but it is illegal to put them up for download.
You are distributing copyrighted material, you are allowing people who don't own ut2k3 to download ut2k3 content.

Look, this guy is NOT "stealing stuff." He is simply modifying some existing content which he paid for, i.e. UT2003. So long as he doesn't start passing it out to the public, let him have his fun. I have bought games before just to play around with the art assets that came with them.

There is no way he could be offering all those models and maps for download from his game server if the download only takes two minutes.
