Just wondering is there is an other program i can use to make maps for unreal 2004

You can use a 3D program. Then export as .t3d then import to UnrealEd. But I encourage to use UnrealEd itself.

You're going to have to learn Unreal Editor if you want to make maps.
Yes, you can create an entire level in Maya or 3DS Max or something else, and that is not discouraged by any means, but you still have to import it and set it up in Ued.
