Go into your User.ini, and look for these two lines:
MouseX=Count bXAxis | Axis aMouseX Speed=2.0
MouseY=Count bYAxis | Axis aMouseY Speed=2.0
change the values to say ".05" (or "1.0", but "0.5" is better)
So, they would look like this:
MouseX=Count bXAxis | Axis aMouseX Speed=0.5
MouseY=Count bYAxis | Axis aMouseY Speed=0.5
Then change your basic mouse sensitivity until you get the turning speed you like. (It will need to be higher than before after you tweak the above setting)
With this setting tweaked, you should be able to get the sensitivity you like, but with much more precise (less skippy) crosshair control. Like it should be.
Turn off mouse smoothing and mouse acceleration in the game too.
This solved everything problem I had with mouse movement.
Before this I was messing with acceleration, smoothing, mouse driver settings etc... none of that helped. (in fact 2k4 mouse acceleration seems to be binary, or in other words, there's no graduation... just slow or fast, so it sucked).
