UTComp Team Overlay...How to Enable?

I am running a dedicated server and would like to know how to enable this feature. I have installed the 1.13rc1 version and can choose all the other settings from webadmin or within game but I do not see an option for team overlay anywhere.

Please can someone help me to do this or tell me how to do it, I just love this feature but cannot get it to work. Ty

Next, the .ini entries that enable this are:

[utcompv13.MUTUTComp]
bEnableTeamOverlay=True
bEnableTeamOverlayVoting=True
