Admins & Groups in UT2004 doesnt work

Someone know how too enable "Admins & Groups" in webadmin ??
Normaly when u start a server for first time and u login then he wil create a xAdmin.ini.
In UT2003 he doesnt, i have already tryed with an old xAdmin.ini from ut2k3 but doesnt work.

you need to enable xadmin first.
