quickstart numbots

I've added the param
?quickstart=true?numbots=12
to teh ucc server line along with gametype and map and ini file but the when the server launches the bots dont start automatically, I have to either add bots thru webadmin or join for them to kick into life. I thought quickstart was supposed to make the bots start playin without a human?
