I recently started my UT2k3 server back up. I'm seeing that about half the people trying to join are having trouble with the Sounds/AnnouncerEvil.uax file trying to download from my pc. This is in the console:
DevNet: Sending '../Sounds/AnnouncerEvil.uax'. Then they get disconnected. I'm assuming that's because they haven't downloaded the bonus packs. Is that the problem?

Hmm....was this just too dumb of a question for a reply, or does nobody have an answer?

Yes it is. You could try commenting out the bonus pack entry if you don't use any of it.
