I'm a little confused... when I join an instant battle game against bots using maps... how come we all use the same weapons and can't access other types throughtout the map... is there a setting i'm missing or is it just what I need to expect. I have recent patch and 2 mods of epic and bonus packs. Thanks for this question... i'm sure its easy one.

I do have arena amutator selected... would that make a difference.. I thought that was just for respawing of weapons and ammo throughout the game.. hmm let me knowComment

Arena mutator specifies one particular weapon for all players to use in game. Remove it and the maps will default back to correct settings with multiple weapons.
Edit: In order to insure weapons respawn you need to check the weapons stay box in the GameSettings area of Instant Action or else they will disappear when taken and respawn later. Ammo, health, WMD and powerups should respawn at regular intervals.Comment
