I guess you could have good admins who watch the gameplay and /kick /ban the blaggers who are too good...and when one of your regulars has developed well enough, talk it over about being time to move up in the world... I know that when I do a quick search for games at the beginner level I end up getting TOTALLY OWNED by tl whores. I can't even seem to master the holding down right button and click left button to switch back to regular weapon tactic...nor to hit q to whip out my translocator... my fingers are stupid.
