Where can I find the following?

Our teacher told us the following:
"Unreal has a
built-in chat system (and an update/mod from the official Atari site
apparently was/is available that makes the chat window in the game
larger than usual or provides an option to do so)."

Can anyone tell me WHERE I can find the above?

I think what you are looking for can be found (i.e. you can choose your key for that screen) under:

settings > Input > configure controls > Communication > Ingame chat window.

I'm guessing that is what you want.
