yeah I can totally swamp most people when they have a leviathan if Im in a raptor but to counter that you just have to have a good gunner or two. And yes the side turrets can be used whether the main cannon is deployed or not. And given the 5000 health, even if you have trouble hitting the raptor you have time to practice before your dead
P.S.: When you have the Leviathan and they only have their home base to spawn from they only get one raptor, take it down once and shoot through that 'window' and they will never get it off the ground again
