Is it possible to create a decicated 2004 server that will allow players to access it via the Web and for myself to access it as a player via my LAN connection?

I also want to be able to access the player stats via the web
(I have the server key).

I have an ADSL connection running via a Netgear ADSL Router\Firewall.

Yes it's possible and really quite easy to set up, just make your server and connect to it.
