Basic 'Listening' Server admin

Ok - i am bashing my head against a brick wall here!

I usually host on my own system and usually its a listening server so I can play at the same time.

So why do i have to log in as admin on my own server?

So anyway - i am logged in on my own server and now I can only get a couple of the admin console commands to work.

I have printed out a whole list of commands. However - the ones I am really looking for are -

Pause
Restart Round - (Without reloading the map!)
Change Game Type
Add buddy?

Etc.

None of the printed list I have work...

Any help anyone
