Translocator

Hope someone can answer a question for this 2K3 noob. The translocator is available when I play online, but not when I select the 'Instant Action' option to play offline. I've looked in the settings and can't seem to find what I think I'm looking for. My question would be, can you use the translocator in offline play, and if so, how can I get it to work. Thanks

Yes, you can use it offline. I believe the place to look is in game rules.
