Ion Painter

How does this Ion Painter weapon actually work?in the weapon info,they have written : "emitting a harmless low-power laser beam when the primary firing mode is engaged.Several seconds later a multi-gigawatt laser beam orbital ion cannon fires on the target,neutralizing any combatans in the vicinity". But "my" ion painter only shoots this low-power laser beam,and nothing else happens.Have waited over 20 seconds by pointing it on the target,even then nothing happens.

Does anybody know how this weapon acutally works?kind of a bummer by having a weapon in my inventory that is of no use you know

It wont work if you are in a room or have a roof over it, putting it to its simplest.

You also cannot move in the four seconds that it takes to fire; you have to be perfectly still. Though, at the very very top of the pad at Morpheus you can still fire it.
