As long as you don't hit anything it doesn't use ammo.

when you link to a teammate who isn't firing his own link gun, no ammo is used up

Both players will just wast their ammo. When you shoot a team mate with the link secondary it amount of damage/repair per second. Since you can't kill or heal team mates with the link gun secondary the boost wouldn't do anything.

Its whith the secondary fire enabled and yes, team damange is enabled

-Is it primary fire or secondary?
-Is team dammage enabled?
