Free games can use a custom installer as well it does say in the eula not to redistribute the eula or any part of udk other than your game

You can also remove the email sign up with one of the custom unsetup.manifest.xml I posted http://forums.epicgames.com/threads/...1#post31021618

Yes. It is recommended to use the EULA that comes with UDK unless you want to get your own lawyers involved.
