Does anyone have any documentation on making such of a chat room, chat bubbles or multiplayer accessibility?

I don't see anything obviously broken in that, so if it does in fact not work in current UDK releases, it shouldn't be too hard to get it fixed up.
Of course, if you learn in general, how to draw things onto the HUD via the Canvas or how to do it via Scaleform (such as in the link above), then that part of it is pretty easy.
As for "multiplayer accessibility", what do you mean?Comment
