Sure it is, like almost any other type of game... The implementation depends heavily on what you want to achieve, you may do all just in Kismet+Matinee, or you might need to learn UScript. Try to look around these forums to get some inspiration...

Is it possible to have a game that's On-rails usin the UDK?

I'm guessing you could just use scriptings functions with a camera and have booleans for target hit or not and loss of health etc ?

but just thought I would ask to check.
