Can we develop with UDK a game like that?

Hello everybody,

I want to develop a short game, it's a MUSIC VIDEO GAME like StepMania or Dance Dance Revolution, where we have a character dancing, and some arrows scrolling in the screen, and the character's animation change when the player use the keyboard arrow keys.

Note:
it's not just 4 animations (up, down, left and right), the character's animation change randomly.
