1. I don't think there's an option for simple users of doing so. I might be wrong though so...
2. Open your DefaultEngine.ini fie and search for this section:
[Engine.StartupPackages]
+Package=FX_HitEffects
+Package=UI_Fonts
+Package=UI_Fonts_Final
And simply add one more line right after those lines saying: +Package=YourPackage
Just make sure to add the file path as well if you're not using the common package directory.
At least that is how I do it, no idea if there's any other way.
