    First, welcome.

Second, yes making a commercial game is possible. You can make a game directory solely for your game and then modify parts of the game using unrealscript as you see fit.

Licensing since you know is the only factor to UDK at this time. And UDK is still in beta, so this means new features and more access will probably happen in the future, for now there are certain things that you will be limited to, if you need access to a certain system in UE3, contact Unreal and see if they will give you access to it. However, if they do give you such access, keep it secret, and do not post it here. It is a conversation between you and Unreal, and I am pretty sure they want to keep it that way for now.

Third. Since you now artistic style, then making assets, meshes and other things will not be a problem. As for coding, there are certainly a variety of IDE's that can be used, and the most stable for Unreal is nFringe.

While UnrealScript is similar to C++/Java OO programming. You shouldn't have a problem with implementing things in Unreal, however, just not that it takes time and effort to get up and running.

Having said that, to get you going look at the Documentation page listed at the top of this forum.

They have some tutorials on the UI's for UDK, importing/exporting, etc. etc. There is also alot of people posting tutorials on youtube, and there are constantly more coming everyday (more like every week but whatever).

    So in summation:

Yes, making the game you want and making it commercial is possible.

Getting a team together to make the game is better than doing it yourself.

If you need a place to start, take a look at the UDK Documentation Page, and the tutorials, they will be a big step for you.
