lightmap issue. or normal map issue

Hi, I am a little desperate about this problem. It seems small, but it keeps making me wonder what I am doing wrong.

I am making modular road meshes. They are modeled in Maya, "sculpted" in Mudbox and baked in XNormal. So far, so good. The problem is that the bakes come out with different shading. One is significantly darker than the other. I include two images to show how that looks. I tried matching the brightness in Photoshop, but even then it doesn't look right. I need them to come out of the bake the exact same brightness, or I need to figure out ways to effectively tweak them afterwards.

Has anyone had this problem with their meshes and how can it be solved? I'm pretty sure this is the normal map, because when I remove it from the material they look exactly the same. It isn't bad on the ground either, but when you look from above you can see the seams. The trial and error is costing too much time, so thanks in advance for any help on this problem!
