Ive been having issues with the pivot in UnrealEd for some time now, its particularly noticeable when using clone (ctrl+w) on bsp but it does extend further.
What happens is the pivot seems to reset itself to weird positions instead of staying in the center of the local bounds. When selecting multiple objects it moves by itself instead of staying in the center of all selected brushes.
Maybe there is a fix to this and I havent noticed but this is definitely a bug to me as by default I think UnrealEd should use a modelling package like approach to pivots. Infact being able to only move the pivot manually in a pivote edit translate mode would still allow people to move it when required
