    I have a custom level with custom code and custom ini and custom packages.
    I have exactly (!) the same UDK with all files on each PC installed from the same usb-stick.
    I can start the server with no problems. (Firewalls are not the problem)
    But when I connect a client to my server, the server wants to send all (!) files again.
    Even the core and engine and other basic files. What is going wrong?

    Each time you compile the scripts, the UDK create a unique signature for the code.

    If you build the game on each computer, the signature differs.

    To avoid this problem, pack your script folder in UDKGame and copy it on each computer you want to run the game. It should fix your problem
