    What this does:
    -Gain XP from killing a bot.
    -Level up after a certain amount of XP has been reached.
    -Has an optional Kismet SequenceAction, through which you can add XP via Kismet.

    What this doesn't do:
    -Boosting stats after leveling up ( somewhere in this topic someone does describe how to add to max. health through leveling up ).
    -Keep XP and level consistent through changing maps ( look into saveConfig(); ).
    -Some more that I can't think of right now

    I can't help ou with the storing of XP points but I think your project is interesting and I look forward to updates.

        mmmm for kill bot and gain xp you could chek in UTPAWN when you kill a bot it raise you kills so you could use that as base

                      I made it so that the XP bar disappears when you've reached the highest level ( currently 50, but can be easily altered ):

                          As for building one from scratch, perhaps not - there is already one built for UT3 and usesable and reverse engineer-able.
